IMPORTANT QUESTIONS YOU SHOULD ASK ABOUT HORIZON FINANCIAL PLANNING CORP.
HORIZON FINANCIAL PLANNING CORP. Financial CounselorsIn order to provide you with the background information regarding Horizon Financial Planning Corp. (hereinafter referred to as HFPC), here are the answers to some questions that you might have. This statement is in lieu of Form ADV Part II, required by the Securities and Exchange Commission, to be given to all potential clients by investment advisors prior to any contractual agreement. 1. WHAT IS HORIZON FINANCIAL PLANNING CORP.? HFPC is a financial planning and investment counseling firm registered with the State of Michigan Department of Corporations. Our Commission file number is IA-243. HFPC was founded in 1983. 2. WHAT IS A REGISTERED INVESTMENT ADVISOR? An Investment Advisor is a fiduciary who has a duty of undivided loyalty to his investment advisory clients and must deal fairly and honestly with them. Any person or entity that holds itself out as a financial planner must be registered with the Securities and Exchange Commission or State Securities Bureau as an Investment Advisor A Registered Investment Advisor is a representative of the client. There are no education or experience requirements for a person to become registered with the Commission as an Investment Advisor. 3. WHAT DOES HFPC SELL? Sound financial planning advice regarding taxes, investments, insurance, estate planning, pensions, retirement, and general financial matters. In addition, we offer an optional monitoring of securities for individuals and manage accounts on a non-discretionary basis (meaning we DO NOT take power of attorney/control or possession over client assets) 4. WHOM DO WE SERVE? Individuals, corporations, small businesses, estates and trusts. 5. WHO CAN BENEFIT MOST FROM OUR SERVICES? Anyone who has a financial, tax or investment problem, or who wishes to plan for their financial future. Furthermore, clients who desire a higher, more sophisticated level of financial or investment planning services than they are receiving from their other advisors may find our programs appealing. 6. HOW MUCH MONEY DO YOU NEED TO START A FINANCIAL PLANNING PROGRAM? There is no minimum or maximum dollar requirement. We recognize that persons with modest assets have financial problems or needs as well. A minimum account value of $10,000 is required for the Asset Management Supervisory Service. 7. WHAT IS A FINANCIAL PLAN? An overall review of your financial situation, taking into account your goals and objectives and focusing on such areas as: income tax,, asset/investment management/review, estate planning, risk management, educational planning, pre-retirement planning, retirement plan distribution options and employee benefit plan analysis. A plan analyzes and recommends ways that you can achieve your financial objectives. Depending on your specific desires and needs, some or all of these areas can be addressed by the plan, which may be presented orally or in writing upon request. 8. HOW MUCH DO WE CHARGE FOR PLANNING SERVICES? Our current rates range from $60 to $100 per hour for financial counseling. These rates may be subject to change. Our initial meeting is generally free of charge, unless otherwise agreed upon. The client may terminate our services at any time and a full refund of any retainer will be made if the engagement is terminated within five business days. 9. ARE THE FEES TAX DEDUCTIBLE? Section 212 of the Internal Revenue Code permits an itemized deduction for tax and/or investment advice, subject to certain restrictions. 10. DO WE SELL FINANCIAL PLANNING PRODUCTS SUCH AS INVESTMENTS AND INSURANCE? HFPC provides only financial planning advice on a fee-paid basis. Certain financial products, however, can be purchased from Raymond Winke, Derrick Winke, Edward Jones or other registered representatives and/or licensed insurance agents affiliated with HFPC. If these products are purchased by the client, the registered representative and/or insurance agent would receive the normal commission. Thus a conflict may exist between representative's interest and those of the clients. 11. DOES HFPC INVEST IN FINANCIAL PRODUCTS RECOMMENDED TO THEIRCLIENTS? At times, the principals and affiliated persons of HFPC may invest in products recommended to the client. In any case, HFPC is too small an investor to noticeably affect the market or to benefit significantly from the client's investing. 12. DOES HFPC SUGGEST BROKER-DEALERS TO CLIENTS? The principals and associates of HFPC are registered representatives of Sigma Financial Corporation, member of NASD/SIPC. If the client chooses to implement advice through principals and associated persons of HFPC, the Broker-Dealer is Sigma Financial Corporation. However, the client does have the choice to use other Broker-Dealers. 13. IF YOU USE HFPC TO DEVELOP A FINANCIAL PLANNING PROGRAM, ARE YOU OBLIGATED TO PURCHASE THE RECOMMENDED PRODUCTS? Absolutely not. 14. DO WE PROVIDE LEGAL SERVICES? No. HFPC is a financial counselor and investment advisor and limits itself to financial and tax planning. However, HFPC can recommend several attorneys who specialize in specific areas such as Estate, Divorce or General Practice. 15. DOES HFPC PROVIDE TAX PREPARATION? No. HFPC is a financial counselor and investment advisor only. However, tax preparation services are available from its affiliated company, Wink, Inc. DBA/ Wink Tax Services. 16. DO WE PROVIDE ACCOUNTING SERVICES? No. Although Raymond Winke and Derrick Winke have previously worked as a Public Accountants, they have chosen to no longer take on new accounting clients. Instead they now work as a financial and investment counselor of HFPC and as a tax preparers of Wink Tax Services. 17. WHAT TYPES OF SECURITIES DO WE PROVIDE ADVICE ABOUT? Bank deposits, U.S. Government Securities, corporate bonds, commercial paper, municipal securities, equities, mutual funds, variable annuities, variable life, limited partnerships, real estate investment trusts and options. 18. WHAT METHOD OF ANALYSIS DO WE USE TO ANALYZE INVESTMENTS? Evaluations of individual securities is performed using fundamental, technical, cyclical and charting analysis. In addition, we do keep abreast of general economic conditions and changes in the law, taxation and various investment and insurance products. We attempt to select the client's investments to harmonize with their financial objectives. 19. DO WE GUARANTEE INVESTMENT PERFORMANCE? No. 20. WHAT ARE THE PRINCIPAL SOURCES OF INFORMATION WE USE? HFPC utilizes the general media of domestic, international and governmental bulletins, professional magazines, books, tax services, technical journals, annual reports, historical databases, I.R.S. Publications, and other publications. We also utilize computers to access electronic information via the Internet and several other sources as needed to gather information. Materials prepared by the investment companies and research releases prepared by others are also utilized. 21. WHAT TYPES OF INVESTMENT STRATEGIES DO WE GENERALLY RECOMMEND? HFPC generally makes long-term recommendations with occasional short-term strategies as the circumstances may indicate. However, all types of investment strategies are considered. Selection of a strategy is based on the resources and objectives of each individual client. 22. WILL CLIENT INFORMATION BE KEPT CONFIDENTIAL? Yes. It is the law. 23. ONCE A PROGRAM IS COMPLETED, DOES OUR RELATIONSHIP END? Absolutely not. Working with HFPC is a process and not a "one shot" transaction. We offer ongoing service, periodic review, and day-to-day consultation as necessary. Additional fees may be charged for these services. 24. HOW DO YOU GET STARTED? Contact us at the above telephone number, tell us your problem or need and we'll let you know if and how we can be of assistance to you. We require an extensive program (far beyond the minimal requirements of professional societies) of continuing education for all persons involved in furnishing counseling or advisory activity.
